Late Sri Dr. JAGNARAYAN SINGH was the founder of the Sumitra Mahila College, Dumraon. He was born on 8th April 1928 in a very small village FAFDAR, Dumraon in Bhojpur district in Bihar, After his schooling from Raj High School Dumraon, he graduated in Medicine from Price of Wales medical College Patna in 1951 and obtained his Master of Surgery in Gen. Surgery in 1954 from Patna University. he has worked as Registrar in Orthopaedic at DOMCASTER ROYAL INFIRMORY, YORKSHIRE and thoracic unit at CITY GENERAL HOSPITAL, SHAFFIELD. Heloves his motherland very much. He has established Dr. Raghubir Singh Chikitsalaya in 1959 in Dumraon where all types of surgery are performed.
He was very much sincere about the education of girls and for the upliftment of backward and downtrodden society. His wife Late Smt. Rajdhani Singh fully supported his husband in achieving this goal and she always stood with him. Generally girls of this area leaved their education after passing matriculation examinationdue to non availability of seprate girls college. He took it as a challange and he has established a girls degree college in 1984 at dumraon in the memory of his mother Smt. Sumitra Devi and the college was named as ''Sumitra Mahila College, Dumraon" . He has got Lifetime Acheviement Award in 2004 by IMA (Indian Medical Association), Bihar state branch. He nurtured the college with personal care and foresight to bring the higher education within the reach of common girls. The college made glorious article and developed as a full fledged Degree collegein Science and Arts streams upto Hons. level under his imaginate, dynamic and able guidence. The college was earlier affiliated with Magadh University, Bodh Gaya and after that Veer Kunwar Singh University, Ara.
He was an eminent surgeon, A veteran social worker, great personality, a great educator and he was full of talent and dedicated him to welfare of society. He was the first secreatary of the permanenet governing body of the college, constituted under Bihar State Universities Act 1976. At present his son Dr. Ajit Kumar Singh is secreatry of the governing body of the college.
